THE PARLIAMENT WILL ADOPT THE DECREE ON THE ACTIVITIES OF MINING CRYPTOCURRENCY REGULATION AT THE NEXT MEETING OF THE SESSION

Sukhum. November 18th. Apsnypress. There were held hearings on the situation in energy system of Abkhazia in the Parliament today. Deputy Prime Minister, Minister of Economy Christina Ozgan and Head of RUE Chernomorenergo Mikhail Logua made a report on the state of the energy sector and the impact of cryptocurrency farms on it. Based on the results of the hearings, deputies decided to adopt a resolution on cryptocurrency mining regulation at the next session.

MP Almas Japua noted: " There has been a problem with electricity in Abkhazia throughout the post-war period. I began to study this issue in detail since the end of 2012. The situation in the energy sector has worsened since the end of 2018, the start of cryptocurrency activities. The country's energy supply is a state-forming factor. The average person got the impression that cryptocurrency is a real evil, despite the fact that in the advanced countries it has entered trade. A complete ban on cryptocurrency mining is a narrow-minded approach to solving the issue. It will lead to the emergence of a "black market" in the cryptocurrency industry, but this activity needs to be tightly regulated".

Japua suggested introducing strict quotas and the establishment of farms in specially designated areas.

“If we do not make a cardinal decision on the issue of electricity within a year, we will be left without its sources,” said Almas Japua.

According to parliament deputy Leonid Chamagua, ordinary citizens and small businesses suffer from the development of the cryptocurrency mining business.

“It turns out that we give an opportunity for some people to earn at the expense of others. The priority should be to provide uninterrupted electricity to the poor. Let's suspend mining on the territory of Abkhazia until the development of measures to regulate it, ” he suggested.

“The reasons for rolling blackouts are network congestion due to cryptocurrency mining activities. Chernomorenergo representatives in each region know exactly where the illegal farms are located. The management of Chernomorenergo assures us that they are shutting down these farms, but they have been doing this for so long that today the population does not have uninterrupted electricity, ” said the deputy Ilya Gunia.

MP Harry Kokaya believes that "by giving miners the opportunity to be engaged in their activities, we forget about entrepreneurs who pay taxes and create jobs."

“I believe that today the state does not have the ability to provide any electricity capacity to farms for mining cryptocurrency,” he said.

According to deputy Natalie Smyr, rolling blackouts will lead to an increase in the price of bread, since the producer will have to use a diesel generator for its production.

“The situation will worsen with the onset of cold weather. The lack of electricity will mean for citizens the lack of heat, hot water, the ability to cook food for six hours. Every citizen of Abkhazia has the right to uninterrupted power supply in the XXI century. I reserve the right to go to court against Chernomorenergo. If the management of the enterprise is not able to rectify the situation, then the deputies of the Parliament also have the right to pass a vote of no confidence to them, ” Natalie Smyr said.

“We have one task - to reduce the load on the power industry by shutting down illegal farms. And we are doing this. But the power engineers themselves will not cope with this, so we ask for your help, ” Mikhail Logua, general director of Chernomorenergo, addressed the deputies. “It is our mandate to shut down the illegal farm, but we cannot guard it without being reconnected. Since the prohibitive measures were not in effect, we decided to legalize this activity, giving them not 125 megawatts, which they actually consume, but 40 megawatts. "
